Project Engineer

The Whiteshell Closure Project (WCP) is an initiative under Canadian Nuclear Laboratories whose focus is to decommission the site.  The Project mandate encompasses the entire Whiteshell Laboratories (WL) Site, including nuclear equipment and systems, buildings and plant infrastructure, services, waste management facilities and affected lands.  The Project scope includes all elements necessary to complete by 2024, a major remediation project on a licensed nuclear site, including strategic planning, resourcing, project annual budgeting and planning, nuclear facility operation, nuclear facility decommissioning, remediation of affected lands, environmental monitoring, site services, application of nuclear programs and business services as required.

 

INTRO

The Waste Management Area (WMA) Decommissioning Department is responsible for the remediation of the Standpipes and Intermediate Level Waste (ILW) Bunkers at the WMA.  A dedicated senior Project Engineer with a background in remotely operated materials/waste management is required to assist in managing the subcontracted design/build process, oversee the construction and commissioning of the systems, and ultimately be responsible for the safe and efficent operation and decommissioning of these systems over their operating life (estimated value of $100M)  This Project Engineer will be supported by the department's Scientists who are familiar with the hazards associated with the waste.   The position would report directly to the Manager WMA Decommissioning. 

 

DUTIES

  • Acts as Owners Engineer for the Standpipes and ILW Bunkers Waste Retrieval System Design/Build, responsible for ensuring the complete and timely review/comment/disposition of deliverables provided by the Contractor and 3rd party support groups to CNL.

  • Leads the Owner Surveillance Activity, involving internal and external resources as appropriate.

  • Leads the development of Commissioning Plans and the Commissioning Activity at CNL.

  • Leads the Operations and Maintenance Function for the waste retrieval equipment, ensuring the equipment is proactively maintained, as well as safely and efficiently operated.

  • Liaises with the Waste Management and Hot Cells (waste conditioning) groups regarding logistics related to waste generation and condition of waste being transferred from the waste retrieval systems.

  • Leads the Decommissioning Function, responsible for safe and efficient decommissioning of the waste retrieval systems and supporting infrastructure.

 

QUALIFICATIONS

  • BSc in Mechanical Engineering Degree plus a minimum seven (7) years’ experience in engineering design, some of which must involve the design of remotely operated material handling systems.

  • Current registration in good standing with a Canadian provincial professional engineering association, and eligible for registration with the Engineers Geoscientists Manitoba Association (EGM formerly APEGM).  

  • Project Management training and a minimum three (3) years of Project Management experience. Including estimating, budgeting, scheduling, cost/schedule control and performance reporting.

  • Knowledge of engineering codes and standards used in design, construction and commissioning processes.

  • Extremely well organized and an excellent communicator, both verbally and in writing

  • Able to effectively troubleshoot equipment and resolve issues in a timely manner.Ability to effectively engage others in the resolution of issues.

  • Effective at building relationships.Strong interpersonal skills such as ability to get along well with peers and management.A very good team player.

  • Leadership skills and attitude.Desire to help out where needed, vision to foresee future requirements/opportunities, good intuition, imagination, and judgement.Willingness and ability to coach others.

  • Excellent integrity, respect of confidences, open, credible and sincere.

  • Ability to work to tight timelines and support the WL site wide decommissioning plan and schedule.
