Reporting to the Senior Transportation Engineer, this is technical, field and project coordination work of moderate complexity performed in the Transportation Services Division of the Engineering Department. The position involves participation in the development and implementation of larger traffic management projects. An employee of this class participates with superiors and representatives of associated external agencies in the development of project scope and objectives for a variety of improvement projects and serves as project coordinator during the implementation phase. An employee of this class also liaises with external agencies on the development of shared traffic improvement projects and carries out a variety of functions typical of the Traffic Technician 1 level such as responding to complaints, investigating traffic problems and preparing preliminary designs for intersections and traffic signal systems. Performs related work as required.
Qualifications include completion of a certificate program in civil technology including courses related to traffic engineering and CAD design, plus considerable related experience or an equivalent combination of training and experience. Considerable knowledge of applicable department rules, regulations and procedures; and of the practices, techniques, methods and equipment used in traffic engineering operations. Sound knowledge of the City’s street layout and related by-laws; and of traffic engineering design principles and practices. Working knowledge of the components of traffic signal systems as related to the work performed. Ability to monitor and inspect the work of independent contractors for compliance with project terms of reference and schedules and to resolve minor complex problems in the field; and to review plans, investigate issues, collect, summarize, analyze and interpret data and prepare reports complete with recommendations, and to prepare related plans, drawings and estimates; to monitor the operations of traffic signals and overseeing their maintenance and installation; to deal directly with the public in handling complaints and responding to enquiries; and to establish and maintain effective working relationships with a variety of internal and external stakeholders. A valid Driver's License for the Province of British Columbia is required.
