We are looking for a

Senior Purchasing Officer

Your key responsibilities will include:

  • Being responsible for the procurement activities of goods and services for the assigned client group;
  • Administering and monitoring proposed and existing contracts;
  • Establishing Standing Offer Agreements with independent suppliers to obtain goods and services in an efficient and cost-effective manner;
  • Providing advice to clients on procurement matters;
  • Working cooperatively with other team members.

What we are looking for:

Minimum of three (3) years of experience in:

  • The procurement field preferably in a Crown corporation or governmental setting;
  • Reviewing client information (e.g. specifications, scope of work, financial details);
  • Preparing, issuing and analysing of complex RFPs, competitive tendering and sole-source contracting;
  • Making recommendations to the contracting authority for approval (e.g. procurement initiation, process decisions, contract awards);
  • Dealing with representatives of customer divisions and suppliers;
  • Reviewing tender submissions for compliance and facilitate proposal evaluations;
  • Assessing and negotiating complex situations;
  • Negotiating with construction or trade related procurement.

Knowledge of:

  • The supply sources and availability of the goods/services;
  • Tendering practices and procedures, negotiating, pricing and total cost analysis techniques;
  • Market trends and potential impacts;
  • Purchasing techniques and procedures;
  • Construction, design, architectural and engineering industries and related procurement practices;
  • Contract law and applicable federal and provincial regulations and government policies and trade agreements related to procurement.

Education: Diploma in Business Administration, Purchasing or a related field or an equivalent combination of education and experience. A Supply Chain Management Professional (SCMP) designation is an asset.

Compensation: $60,217 to $80,642
