Coordinator, Emergency Management (EM)

Status: Permanent Full-Time

Location: Prince George, BC

 

Under the direction of the Provincial Manager, EM, the EM Coordinator leads assigned programs and initiatives within the EM mandate, including, but not limited to, volunteer management, preparedness and response activities, and external relationship building. The EM Coordinator will also promote public awareness of Red Cross programs and services. During response operations, the EM Coordinator will plan, organize, implement and supervise the CRC Level 1 & 2 response teams and services to support affected household and community responses. During Level 3+ responses, the EM Coordinator will participate as required in business continuity or in the response to support PDCT and NDCT Coordinated responses. The EM Coordinator will work to enhance the volunteer experience through identified sourcing, recruitment and engagement campaigns and activities, taking responsibility to building a relationship with volunteers throughout the volunteer cycle, including between responses. The incumbent will ensure delivery of services is in accordance with CRC Fundamental Principles and Mission, CRC policies, Emergency Management (EM) Standards and approved budgets.

 

Key Responsibilities

 

Volunteer Resource Management

  • Contributes to workforce planning assessments by identifying local operational needs, gaps, and promotions within the volunteer workforce.
  • Responsible for directly supporting as well as engaging teams in volunteer sourcing initiatives to achieve set targets as part of the defined recruitment strategies and tactics.
  • Ensures completion of local and program-specific onboarding and orientation activities with volunteers.
  • Responsible for implementing and leading programmatic volunteer engagement through regular communication, activities and informal recognition, as well as supporting centrally managed engagement activities including those developed or rolled out by the Volunteer Engagement and Experience (VEE) Manager.
  • Responsible for identifying prospects and complete nominations for formal volunteer awards and recognition.
  • Provide volunteers with ongoing supervision, coaching, performance feedback, leadership development, and development planning
  • activities as applicable.
  • Ensure volunteer time reporting is submitted to Volunteer Resource Services (VRS) as well as communicate any necessary record updates that are required within the volunteer database.


Emergency Preparedness

  • Coordinate disaster risk reduction and readiness activities in an all-hazards approach with particular emphasis on relevant risks, and in line with CRC Readiness Standards.
  • Participate in the development and preparation of program objectives and work plans as required.
  • Contribute to provincial statistics and reporting by compiling and maintaining statistics and data reporting, as requested by EM leadership.
  • In support of Supply Chain Management/Logistics, provide support to management of physical assets (vehicles, EM information and assets).
  • Provide management support of financial assets and activities (petty cash, cash receipting, payment and gift card management, etc).
  • Ensure that Red Cross supplies and assets are inventoried, maintained, tracked and deployed as per the logistics plan, in agreement with Supply Chain Management/Logistics.
  • Coordinates and supports emergency preparedness and awareness activities within the assigned area including annual campaigns such as EP Week, Walmart campaign, etc.
  • Represents the Canadian Red Cross on Emergency Preparedness Committees as requested.


Emergency Response

  • Supervise and contribute to the development and support of the implementation of Emergency Response Plans (ERPs) in accordance with programs standards, including workforce planning.
  • In times of small-scale localized responses, supports or leads the set up and operation of responses in community, based on request from EM leadership.
  • Play a key role during local, provincial and national disaster and emergency responses as required including Duty Officer coverage as assigned.
  • Participates in or leads exercises, debriefs and after action activities to contribute to a cycle of preparation and continuous improvement.


Relationship Building

  • Build partnerships with stakeholders including assigned local and municipal governments representatives, NGOs, police and fire departments as well as community leaders in a continuous effort to enhance response capacity.
  • Monitors adherence to service contracts and other affiliate agreements.
  • Collaborates with government and non-profit sector organizations to mitigate duplication of services.
  • Ensures effective liaison with respective emergency operation centres.
  • Promote Red Cross programs through public and private events (trade shows, info booths, presentations, donor events, etc.)
  • Builds relationships and communicates with internal colleagues to contribute to a collaborative work environment.


Employees and Volunteers at every level are responsible for safe work practices and to adhere to practices outlined in their applicable provincial Occupational Health and Safety Act

  • Participates and promotes completion of mandatory health and safety education/orientation.
  • Participates and promotes respectful communication between all personnel and clients to promote a healthy and safe workplace.
  • Adheres to policies and procedures related to health, safety & quality which ensure employee, volunteer, and client safety.
  • Ensures all near-misses and incidents are promptly and accurately reported to Supervisor or designate.
  • Ensures proper and required usage of job specific personal protective equipment (PPE).
  • Addresses concerns of PPE non-compliance with Supervisor or designate.
  • Participates in discussions regarding safety awareness during team meetings.
  • As applicable, completes safety audits and ensures that corrective action plans are completed for identified safety concerns and/or hazards.


Support other Red Cross initiatives, as needed, to provide for a coordinated team effort to meeting the needs of the vulnerable in the community

  •  Integrates volunteer resources and philanthropy within the scope of responsibilities.
  •  Promotes and speaks to CRC programming and opportunities locally, provincially, nationally and internationally.
  •  Performs other duties as required.


QUALIFICATIONS
The incumbent must have the commitment of the Fundamental Principles of the Red Cross Movement and model the core competencies of the CRCS: team excellence, service excellence, accountability and results focused.

  • This position requires a satisfactory Criminal Records Check required and satisfactory vulnerable sector check or a satisfactory Enhanced Police Information Check (EPIC)
  • Must maintain a valid driver's license and a satisfactory drivers’ abstract.


EDUCATION AND EXPERIENCE:

  • University degree or community college diploma in one or more of the following disciplines; project management, community development, volunteer management, planning and evaluation or a related field.
  • Minimum three (3) years experience at a community-based program level, with demonstrated experience in relationship management and relationship development at community or municipal level.
  • Demonstrated knowledge or connection to the community in the area of responsibility.
  • Demonstrated experience in development of plans and exercises.
  • Experience and training in media relations and public speaking.
  • Preference may be given to a candidate with a background in emergency management.


SKILLS AND ABILITIES:

  • Language – must be able to read, write and deliver services as appropriate to the operation in English or French. Additional languages considered an asset.
  • Volunteer Leadership Skills – able to lead a volunteer team; give clear instructions and delegate, make informed decisions, ability to problem solve, provide coaching and feedback to volunteers, support a team environment
  •  Ability to multi-task and successfully manage multiple projects at one time
  •  Ability to work well within a team – share information, respectful, approachable, build strong relationships within a team
  • Remain Calm During a Crisis – don’t allow emotions to get in the way, don’t take things personal, stay positive, respond decisively and take accountability
  • Computer and technology skills – skilled in Word, Excel, Outlook and database systems. Knowledge of Microsoft Dynamics CRM would be an asset.


WORKING CONDITIONS

  • The majority of the work is performed in an environment which is mostly clean and comfortable. Mobile (remote, home or office) worker arrangements will consider the tools, resources and environment required to be effective and productive
  •  Ability to work non-traditional hours is required, including working weekends and evenings occasionally.
  • Regular travel, including overnight travel within the province may be required.
  • Access to a vehicle may be required in certain locations.
  • In times of response, may be called upon to fill roles within the emergency response structure, and may require deployment away from home for periods of several weeks, a local or virtual assignment and/or business continuity activities.
