INTRO

The Port Hope Area Initiative (PHAI) is a “mega project” to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington.  The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community).  The remediation and construction aspects of the project are subject to CNSC licenses and environmental approvals.  The PHAI has a very high public profile and is a top priority for the Government of Canada and the Port Hope area communities.  The project is sponsored by Natural Resources Canada (NRCan), and led by CNL.  The Government of Canada provides oversight for the execution of the project mandate.

DUTIES

The purpose of the Regulatory Officer position is to assist the Section Head, Regulatory Oversight and Manager, Programs and Compliance with all matters relating to CNL regulatory requirements including the maintenance of applicable licences, certificates and permits.  Associated particular tasks include the management of regulatory correspondence and tracking of regulatory actions, preparing for and participating in Canadian Nuclear Safety Commission (CNSC) inspections, unplanned event reporting to regulatory agencies, and preparation of monthly, quarterly and annual reports, as well as corporate reporting (e.g., halocarbons, PCBs etc.).  Preparation for and participation in regular weekly meetings is expected.  This position will also communicate with other regulatory agencies including the Ontario Ministry of the Environment and Climate Change, Environment and Climate Change Canada.  This position is concerned mostly with the Historic Waste Program Management Office (mainly Port Hope and Port Granby) but also requires interaction with licensing and regulatory specialists at other CNL sites, as appropriate, to ensure consistency of process.

QUALIFICATIONS

  • College diploma or university graduation in a field of specialization such as quality assurance, environment, safety or other CNL compliance programs. This position resides in a politically and legally constraining environment, but nonetheless, the incumbent will benefit from some background knowledge of safety, emergency preparedness, transportation of dangerous goods, environmental protection and radiological protection.

  • 4 – 7 years of experience with demonstrated increase in responsibility.

  • A good knowledge of the work undertaken by the Historic Waste Program Management Office.

  • A very good knowledge of Licence Conditions and the handbooks that define the envelope for legal, compliant operations at the Historic Waste Program Management Office.

  • Knowledge of the Nuclear Safety and Control Act and associated Regulations, and the Canadian Nuclear Safety Commission. Knowledge of other regulatory requirements such as the Canadian Environmental Assessment Act, Fisheries Act, various Ontario environmental regulations, and other federal regulatory reporting, such as the National Pollutant Release Inventory, halocarbons and PCB.

  • Ability to provide support and guidance to HWP MO staff on interpretation of regulatory, compliance and company-wide requirements.This includes the ability to understand the basic needs of the needs of the project proponents, and how to propose solutions to help solve their safety and regulatory questions.

  • Ability to effectively interact with the CNSC, other regulators, internal stakeholders as well as members of the public both in writing and orally.

  • Use of Microsoft computer software, knowledge and use of databases.

  • Ability to work collaboratively with others in a team environment.

  • Ability to multi-task and prioritize work to meet objectives and targets.

  • Ability to make decisions based on established requirements, procedures and practices.

  • Ability to coordinate a small work team and/or technical staff.
