The PHAI is a federal initiative to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The project is sponsored by Natural Resources Canada (NRCan), and the project delivery is led by CNL
The purpose of the PHAI Project Lead role is to successfully manage the delivery of various scope components of the Port Hope Project in order to meet schedule, cost, quality and safety objectives set by the Manager, Harbour & Centre Pier. In general, this involves planning, executing, controlling, reporting on and closing out projects. These sub-projects and scope components are characterized as involving moderate financial commitments, spanning multiple years, and potentially having multiple work packages, involving multiple interfaces to manage including contractors, consultants, municipal and resident stakeholders.
The Project Lead has the following responsibilities:
• The Project Lead is accountable for delivering work packages (or components of scope) on the Port Hope Project so that these scope components are achieved safely, and achieve the set scope on budget and schedule. The mandate of this position covers all stages of the project life cycle, from project concept, planning, design, procurement, implementation / execution, to close-out.
• Through discussions with internal clients to define the scope of the project, deliverables and timing. May lead 3-4 work packages or pieces of scope totaling $5M to $20M annually, over a 3-5 year horizon.
• Directs, assigns and oversees project work of junior project staff under the overall direction of the Manager.
• Interfaces, collaborates and directs support staff (such as project controls, construction, communications, procurement) as appropriate, to ensure the successful delivery of the project.
• Guides, coaches and motivates junior project staff to meet quality, scope and cost constraints.
• Establishes and controls the project scope and manages the risks. This includes proper management of deliverables within estimated timeframe and notifying management of issues, which could potentially impact the cost, and timing of the project.
• Establishes and administers Work Package budgets and schedules and supports his/her manager in managing the overall PHP budget and schedule.
• Manages changes to scope of work within project management guidelines, including initiation of Change Control processes and documentation. Reviews the technical and execution implications of change orders proposed by project partners, contractors and consultants.
• Provides expert advice and leads the development of ingenious, practical and economical solutions to specific engineering problems encountered by the project. He will monitor and evaluate technical progress on engineering, design, procurement, construction and remediation work activities, studies and contracts, against standards, objectives and specifications. He may provide more advanced technological advice and support as required to address specific problems encountered by the project.
• Monitors deliverables for completion and progress, technical accuracy and adequacy, and assesses need for potential changes in scope, cost, schedule or quality.
• Provides oversight of contractor work in the field, particularly for scope and schedule adherence, progress verification, quality, safety, and license considerations.
• Oversees and reviews reports and documents prepared by the PHP design consultants and other contributing parties to ensure accuracy, high quality and consistency with formats/requirements to PHAI and CNL technical documentation standards.
• Manages and reports on project performance to clients, management and other stakeholders.
• Participates in the interviewing of project staff in conjunction with functional managers
• Leads the ongoing delivery of project objectives including setting project related performance objectives, providing regular feedback and guidance to project staff and potentially making recommendations concerning the training, appraisal (performance evaluation) and discipline of staff assigned to the project.
• Provides guidance in important technical matters and assists in the identification and scoping of project deliverables and associated cost projections.
• Works closely with other senior HWP MO staff, contractors, consultants and counterparts in other organizations participating in the PHAI to confirm progress, assure alignment and resolve problems.
• Establishes and maintains effective working relationships with contractors, consultants and other contributing parties to ensure project management infrastructure standard methods, processes and practices are applied to ensure effective execution of work performed on behalf of the PHAI.
• The Project Lead may be assigned other duties as required by the Manager.
• Ensure environmental aspects are considered on job sites.
• Assist in preparation of contract documents and contractor selection.
• Maintain a daily job history log throughout the project.
• Prepare or obtain general work permits IH (Industrial Health) permits, fire safety clearances, DDDC (Digging, Drilling and Coring Clearance) clearances, material and equipment passes and assure General Contractor attends all permits that are required.
• Ensure construction boundaries are controlled.
• Manage/monitor changes or modification to project using an approved change notice system. Ensure all changes are reviewed, accepted and approved by appropriate parties.
• Ensure all regulatory and other agencies requirements are met (CNSC, TSSA ESA, Canadian Welding Bureau, etc.)
• Identify the resources required to mitigate hazards and coordinate their resources.
• Organize and lead, construction meetings along with the minutes required. Attend contractor’s construction meetings.
• Ensure overall workmanship issue and ensure all contract components have been met.
• Must exercise Due Diligence from a legal aspect.
• Perform other related duties as required.
The Project Lead has a Bachelor of Phys/Applied Science or diploma in Eng/Technical field (or equivalent) from a university of recognized standing.
• 10+ years progressively responsible project experience, preferably related to large construction and/or remediation projects.
• Past project experience in managing or supervising the work of contractors, consultant engineers, and vendors.
• Experience in project field work and construction oversight.
• Knowledge gained through experience in three or more of the typical phases of a project lifecycle (e.g., Project Definition, Concept Development, Detailed Design, and Construction, Commissioning, and Decommissioning phases) is required. Within each phase, knowledge and experience in applying the processes for initiation, planning, executing, controlling and closing is necessary.
• The Project Lead has a working knowledge and awareness of federal licensing requirements, nuclear codes and standards and environmental regulations and standards and their application to projects that they are leading.
• A thorough knowledge of project safety/design/risk review and approval processes in relation to their application on projects will be required.
• Developing/leading the execution of Project Plans;
•Defining scope of activities, setting priorities, evaluating and managing risks and monitoring performance
• Organizing the work and activities of a moderate number of resources to accomplish project deliverables in accordance with project expectations;
• Demonstrated ability to comprehend and relay information concisely and accurately.
• Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and some external contacts;
• Building and sustaining moderately-sized teams; typically between 2 and 12 contracted, seconded, or CNL employees.
• Must have the ability to work, plan and prepare own work schedule; develop, measure and assess goals; manage time, all under demanding and diverse situations.
• Good judgment, solve problems and obtain and analyze data.
• Understanding of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
• Understanding of procurement and financial processes. Good knowledge and demonstrated experience in application of negotiation skills;
• Good knowledge and demonstrated experience in application of contract administration and construction oversight to effectively manage the output of external suppliers.
Works with minimal supervision and direction. Must be self-motivated to achieving desired objectives through deliberate planning and execution of work tasks.
Advanced knowledge of MS Office software and experience with the project management software, tools and practices used to plan, execute and control projects.
