Environmental Remediation Management Program Management, is looking for two (2) Business Planners.

The Environmental Remediation Management (ERM) Program Office ensures ERM led activities are appropriately represented in the CNL multi-year integrated schedule, the Vice President of ERM responsibilities as DBA executive sponsor are carried out, and that necessary performance monitoring and reporting are exercised.  The ERM Program Office is led by the Director of the Program Office and one of the groups within the Program Office consists of ERM Strategic Planning team.

The ERM Business Planner will assist in the delivery of the Program (ERM) to ensure that CNL/AECL continues to reduce legacy liabilities and associated risks at AECL sites safely and cost effectively, based on sound waste management and environmental principals.  The ERM Business Planner will (i) establish CNL’s strategic direction, documenting with well-defined results-based strategic and financial objectives; (ii) coordinating the preparation of plans across the Program, so activities are planned and appropriate financial forecasts are made (iii) driving for continuous improvements to the planning process, while ensuring compliance with regulatory and corporate requirements.

The ERM Business Planner is accountable to the Manager, ERM Strategic Planning for ensuring that documents, methods, procedures and practices are done in compliance with company and regulatory procedures.  In particular the ERM Business Planner will ensure that their actions, documents, methods and plans address health, safety, security and environmental requirements of Environmental Remediation Management activities and liabilities.


Conducting the development of a short term tactical and 3 to 5 year strategic plan to successfully monitor and execute ERM processes changes.
Provide support to the ongoing stewardship of the Liability Cost Estimate (LCE)
Develop, monitor, measure and report organizational development plans and achievements within agreed formats and timelines.

  • Development all-encompassing division strategic plans, including identification of funding requirements.
  • Ensure awareness and knowledge of other organizations’ and divisions’ plans, to ensure ERM alignment and support is adequately identified and resourced to make sure key partners are successful in achieving their short and long term goals.
  • Support the Director and Management team for the development of strategy formulation, Annual Plan of Work and Budget (APWB) and Performance Evaluation and Measurement Plan (PEMP).  The incumbent will analyse business performance, industry trends, make recommendations on alternative courses of action, including risk assessment.
  • Plan, develop and lead workshops for ERM Team for strategic planning reviews as part of the Management System Framework.
  • Provide input to high-level reporting documents, capability to edit the content of corporate / management plans, and performance reports at all levels of the reporting structure.
  • Support the development and maintenance of the 10 Year Integrated site plan for ERM Projects.
  • Provide analysis on the Integrated Performance Baseline related to ERM Project and other Missions.
  • Monthly monitoring of PEMP identified deliverables and milestones including the production and maintenance of a milestone delivery graphic.
  • Provide oversight, guidance, review and approval of Gating and Sanctioning applications.
  • Undertake administration of various items on an as needed basis (e.g. Annual Budgeting); and maintain records from meetings.  Manage information and ensure that accurate and sufficient documentation exists.
  • Participate in the creation and/or continuous improvement of processes for the Program.
  • Interact with a diverse group of CNL staff (i.e., Directors, Managers, Program Authorities, Program Managers and Project Managers).
  • Support management in leading annual operational planning including development of operational plans/planning documents and cost monitoring models.


  • Competence and successful experience in planning, budgeting and reporting within a team environment.
  • Candidates must have demonstrated experience in working with multi-disciplinary subjects/topics involving organizing, planning, coordinating, assessing, analysing and presenting information and ideas.
  • Experience in reviewing strategic issues/topics and developing and writing business plans, reports, presentation packages, briefing notes and annotated agendas.
  • Experience working with business planning and administration.  Knowledge of business planning and reporting methodologies would be significant an advantage.
  • Ability to coordinate, contribute to complex reports, documenting, forecasting, analysing investigating and interpreting moderately complex results and providing recommendations.
  • Knowledge of CNL processes such as Gating and Sanctioning and Project Baseline Change Proposal.
  • Has a sound understanding of the interaction of operations, projects and supporting groups to fulfil site missions.
  • Able to assume a leadership role when coordinating effort associated with assembling reports from multiple stakeholders.
  • Detailed understanding of the full life-cycle of nuclear waste management processes and operations.
  • Strong interpersonal skills to work effectively in a multidisciplinary environment and with staff at various levels of the organization.
  • Perform a variety of duties, changing tasks without loss of efficiency or composure.
